Update R22 high-mu ey calibration recommendation with fixedE1E2 scale

Similar to MR76365, This MR is in purpose to integrate an updated recommendation for R22 Run2 egamma calibration (with a new esmodel es2023_R22_Run2_v1), with fix on E1E scale problem (ATLASEG-387) and AF3 calibration for MC20.

List of updates:

  1. fixed E1E2 scale
  2. updated accordion scale based on 1.
  3. updated in-situ calibration based on 1. and 2.
  4. AF3-to-G4 correction and systematics
  5. smoothing of some systematics
  6. change default Run2 esmodel to es2023_R22_Run2_v1 in AnalysisAlgorithms

See ATLASEG-184 for more details and validations. Root files with fixed calibration were uploaded to cvmfs (ATLASG-2827, ATLASG-2842).
