making some methods of MuonSelectionTool public for easier usage

simple MR to move some methods of the muon selection tool to public, to ease e.g. obtaining some of the quantities use itnernally by the tool instead of forcing people to recalculate them manually (for development studies or debugging). This should also simplify things for MCP software tools (e.g. MuonxaodAnalysis) CC @sangelid @stsigari @kenelson .

This shouldn't cause any behaviour change.

CC @jojungge just in case this may introduce any problem I'm not seeing
