Switch 2 L1 jTAU multiplicity algorithms to cTAUs

This MR addresses ATR-30637, removing two unused jTAU algorithms (currently configured with the jTAU30 and jTAU30M thresholds), and adding two spare cTAUSPARE1 and cTAUSPARE3 cTAU multiplicity algorithms instead.
