Cleanup Input.OverrideRunNumber flag usage in event selector config

Cleanup Input.OverrideRunNumber flag usage in event selector config. Mainly just setting it explicitly to True as the condition is already checked at the top. Aiming to improve readability.

Targeting 24.0 as we may need to cleanup the code further for data overlay implementation.
