Phase II Muon: Purify hough transform seeds to speed up segment fit

This MR adds a fast, simplified tracking chamber navigation and hole search logic to the Phase-II hough transform in order to reduce the number of seeds generated by a factor of 3. Speeds up the segment fit by the same factor, while retaining 99% level efficiencies that will be further improved in future MRs.
