First implementation of the ITk strips bytestream encoder

This update introduces functions to define the detector geometry and ensure the correct distribution of strips within each chip, implements an algorithm to extract clusters from the strip data, and develops an encoder to package data from ABCStar chips into Low Priority and Priority packets.
