CP algorithms: Add support for preselecting on all leptons at once

Add support for preselecting on all leptons at once using SUM_EL_N_MU_N_TAU_N. The existing algorithm was repurposed for that. The only specific for taus is that dressed properties are never used to sync with the default of the particle-level algorithm. It anyways does not make a big difference.
