New LArNoiseBurst histograms for TrigMETMonitoring

Malin Elisabeth Horstmann requested to merge mahorstm/athena:TrigMETMonitoring_LArNoiseBurst into 24.0

This MR adds ET-weighted phi histograms for cell and pfopufit for the TrigMETMonitoring.

Also, in order to be able to run on AODs, I removed MET from the RAWonlySignatureList in the TrigHLTMonitoring.
