Draft: CP algorithms: Tau trigger SF calculation improvements

Standalone tau trigger SF calculation in CP algorithms improvements:

  • make HLT prefix configurable
  • make output prefixes configurable - useful if multiple WPs are covered (alternatively we could somehow add ID to the name, but current implementation allows more flexibility)
  • support all years for uniform branches - this probably currently only works either only for Run 2 or for Run 3, need to test it still

Keeping as draft for now to get feedback but to allow more testing.
