Externals Update, main branch (2025.01.10.)

Updated all projects to atlasexternals-2.1.38. The changes affecting this project wrt. atlasexternals-2.1.37 are (atlasexternals@2.1.37...2.1.38):

• Taught FindBoost.cmake about the "ALL" component;
  • As described in ATLINFR-5571, yesterday's !77064 (merged) "fix" had a very unfortunate clash with the updates made in atlasexternals!1188 (merged).
• Made lcg_wrap_find_module(...) look out for invalid target names;
  • So that on similar mistakes in the future, the results would be less severe.

@elmsheus's very useful updates that are also in atlasexternals-2.1.38, should not affect the build of the projects of this repository.

A full-build should not be necessary on this one. 🤞
