Remove unused configs related to AdjustableT0Tool

AdjustableT0Tool was removed from the code. This MR deletes defunct configs related to the tool, namely MdtDriftCircleOnTrackCreatorAdjustableT0Cfg and AdjustableT0Tool in MuonSegmentFindingConfig.py.
