This is related to the issue of Space Points formation asymmetry observed in ITk samples, described here: https://its.cern.ch/jira/browse/ATLITKSW-292

This MR add an option to disable the inversion of the EtaMin/EtaMax values definting the strip cluster search windows to make eta overlap space point, based on the parity of the layer number.
