HGTD_RawData: Implementing revised version of HGTD RDOs

The new RDO follows the standard structure of Inner Detector classes storing only the rdo_id and the word output from ALTIROC (HGTD ASIC). Variables can be accessed trough getters which extracts them from the word with bit shift operations. Also implemented tests which were used to assure the new class work as intended.
