Simulation ART: Use OFLCOND-MC23-SDR-RUN3-08 rather than OFLCOND-MC23-SDR-RUN3-01

Update all Simulation ART/unit tests jobs currently using OFLCOND-MC23-SDR-RUN3-01 to use OFLCOND-MC23-SDR-RUN3-08. Partial fix for ATLASSIM-7430.
