Digitization/Overlay ART: Use OFLCOND-MC23-SDR-RUN3-08 rather than OFLCOND-MC21-SDR-RUN3-10

Update all Digitization/Overlay ART jobs currently using OFLCOND-MC21-SDR-RUN3-10 to use OFLCOND-MC23-SDR- RUN3-08. Partial fix for ATLASSIM-7430.
