Draft: Exclude HLT_AntiKt4EMPFlowJets_jes_ftf from HP monitoring [ATR-30804]

A little heavy-handed, but rather than explicitly add the HLT_AntiKt4EMPFlowJets_jes_ftf as an output data product from GapFiller, this removes the downstream dependency on this container generated by the HI jet monitoring in reconstruction jobs that run hard probes reconstruction, after UPC events have been eliminated. Verified that this avoids the failures in the HP RAWtoALL reconstruction.

Do we need to adjust the conditions such that this is retained in HLT jobs? @cmorenom @pakontax

@tamartin @will @cantel -- this certainly doesn't answer why GapFiller doesn't create the collection for the jet shallow copies without their being forced via override, although it seems to produce all of their decorations, but seeing as there is a note to take out dependencies on the other forced jet collections, I thought I'd start here.
