Fix rewriteLVL1 result - only working with RoIBResult

@tamartin and I realised that previous changes for removing L1Calo legacy simulation (ATR-29954) also break the writing out of L1 simulation. It turns out that the partially implemented (i.e. not working) L1TriggerResultByteStreamCnv was enabled if L1Calo legacy was turned off, and the RoIBresultByteStreamCnv was not enabled.

Slightly more seriously it turns out we are not checking the rewritten L1 result in the new RAW file anywhere, so this was only picked up by a reprocessing (ATR-30830). This should be followed up.
