TrigT1NSWSimTools: PadTriggerLookupTool removal

As agreed with @fwinkl in !77524 (closed), the linked MR will be split in some minor ones.

This is the first one: the old and ever used (or updated since 2019) PadTriggerLookupTool routine is fully removed
