FPGAGenScanTool: made the newRegions configuration pull all the GenScan config from the maps dir for better versioning

Now the FPGAGenScanToolCuts.py is pulled from the mapdirs along with the layerMap. The default "oldRegions"=True behavior is not changed, but if you set "oldRegions"=False everything will be pulled from the maps dir. A full configuration for some of the new regions will be given to Ioannis to install hopefully be the end of the day (US Eastern time).
