FPGATrackSim: Add cluster monitoring and update reference offline pipeline

This adds cluster monitoring for the F-100 pipeline and updates the offline reconstruction from legacy to the ACT S-based one

Related to EFTRACK-600, EFTRACK-601 (and maybe to EFTRACK-604)
