Draft: Introducing Run-4+ MUCTPI package for L0Muon

Run-4 L0Muon MUCTPI package is introduced. This MR is mostly copied from TrigT1MuctpiPhase1 package for Run-3 as a baseline. The new R4 feature will be implemented later.

I am not happy (at all) about just copy&pasting existing code. There must be a way to share the code between Run-3 and Phase-II.

This is just a starting point. We will change many things later, such as flag changes for L0Muon items, different sector definitions resulting in different overlap removal, migrating the ThresholdsTool to HLTSeeding, and the different interface data from the Sector Logic etc.

Sharing code is more difficult for me (and I don't prefer the current package name using Phase1), but should we do so?

Perhaps @junpei (or someone else from the team) could present a summary of the plans here in a Friday trig core SW meeting? We could then also discuss the means of implementation.
