TrigP1Test: manual update of ref_v1Dev_decodeBS_build.ref in main

Hello,

This MR is doing a manual update of a trigger counts reference in main, as it is no longer maintained as part of the CI, we have to keep it up to date when we see ART tests failing. Fixes ATR-30961.
