FPGATrackSim: Fix IDTPM plots in ART

This should fix the issue where the IDTPM plots in ART were empty.

The problem was that we had an outdated check on whether to use or not for truth matching the truth links from the FPGATrackSim selection, so despite the fact that tracks were found, there was no matching to truth since the truthLinksVector was empty.
