update TauAnalysisTools to read new eVeto SF recommendations

Follow from !78831 (merged), update TauAnalysisTools to read new eVeto SFs for next set of recommendations. New ROOT files with recommendations are being upload on cvmfs, see ATLASG-2886

Note: new recommendations are disabled by default since they are still not complete and other MR similar to this one will follow (we are testing using local setup)

Took also the occasion to change property name from "MCCampaign" to "Campaign" in TauEfficiencyCorrectionTool, to be harmonized with similar property in TauSmearingTool. Corresponding CP alg are also updated.
