Fpga track sim new region varying chi2

Hello,

Just updating chi2 cuts for the new regions after some significant improvement to select fit constant files. They may have to be updated one more time when I run with better stats. However, they are now all between 10 and 20, which is much better than 60. This is based off of this MR a few days ago: !78904 (merged).
