ATR-30180: add prospective Run 4 L1 items in Run 3 menu

Add four prospective Run 4 items to the Run 3 menu for monitoring as requested in ATR-30180. The items are:

• L1_2eEM10L
• L1_jEM35
• L1_2jJ56p0ETA49
• L1_gLJ90p0ETA25

L1_2eEM10L had to be removed from ItemDef_run4.py to avoid redefinition. No HLT chains are implemented since these items will be used for TAP monitoring only.
