Ensure that ProductionStep is set to Simulation for ReSimulation jobs

After !55600, ProductionStep is no longer set by `ISF_Skeleton.defaultSimulationFlags`,
so `ReSimulation_Skeleton.fromRunArgs` needs to be updated also.

This should fix ATLASSIM-5976 once the change is swept to ~master.
