Gaudi/ROOT Find Fix, main branch (2023.10.03.)

Made Gaudi find ROOT successfully in LCG/dev3.

ROOT now explicitly looks for VDT, since it publicly depends on it in a few places. (See: https://github.com/root-project/root/pull/11844) So we have to make it able to find it in the Gaudi build.

This is related to ATLINFR-5071.
