HDF5_BINARY_PATH Setup, main branch (2023.10.16.)

Made FindHDF5.cmake set up HDF5_BINARY_PATH, simply based on the location of h5cc. This is to make sure that the HDF5 executables would be part of the runtime environment, fixing ATLINFR-5105.
