Introduced the VecMem package/project to the repository. Explicitly taught it how to pick up CUDA from LCG, if it's available. Didn't bother with HIP and SYCL support just yet, as those are less readily available in the ATLAS build environment at the moment.

This is following from ATLINFR-5193.
