GeoModel version bumped to 4.6.0
Also removed one obsolete patch, and renamed the remaining one.
This change requires code modification in GeoModelSvc. See f9c23a87 for more details. @akraszna please include this commit in the MR on Athena when updating the atlasexternals tag.
I tested GeoModel 4.6.0 by making local builds of Athena and AthSimulation projects and running the full suite of c-tests. I did not spot any problems. Several tests in Athena failed, but the failures seemed related to the fact that I was running them on a local machine, not because I changed the GeoModel version. In the past another way of testing GeoModel version changes was to create a temporary MR on Athena where the version was updated using ATLAS_GEOMODEL_TAG. My understanding is that the latter mechanism is no longer working. @akraszna please correct me if I'm wrong.
