ONNXRuntime TGZ Path Update, main branch (2024.03.11.)

Added the EOS locations of the TGZ files, after @boeriu very quickly put them in place. (ATLINFR-5289) And after I forgot about this whole thing in !1106 (merged). ☹

Checked locally that they seem to be fine on our webserver. 😉 Note that I kept the GitHub paths in place as well, as a fallback. In case we see some EOS hiccups in the future.
