Add Lhapdf to package_filters for AthDerivationExternals

Lhapdf is not currently included in the package_filters.txt list for AthDerivationExternals. In consequence the LCG version is used and this is out of date. To ensure we get the latest version used by ATLAS, this single line needs to be added.
