Add CheckerGccPlugins to AtlasExternals

From discussions with Attila, CheckerGccPlugins needs to live in externals in order to be successfully found during the release builds of athena.

Importing the current svn version of CheckerGccPlugins with its history. Should work for the three current builds: gcc49-opt, gcc62-opt, gcc62-dbg.
