Hive flag removal (2017.03.28.)

Attila Krasznahorkay requested to merge akraszna/atlasexternals:HiveFlagRemoval-20170328 into master

Before branching off for the 21.X releases, I decided to remove the hive specific flags from AthenaExternals globally. Since these should really rather be set in the Athena project, not in the externals project. As these flags should not be seen by the Gaudi build for instance.

Unfortunately I can't address Charles in this MR, will have to notify him of this in some other way...
