LibXml2 RPM name fix, 1.0 branch (2017.11.08.)

Fixing the capitalisation of the LCG RPM name.

(I thought the code would automatically put the name into all lower-case, but that's not how the code works after all...)

This is to fix the problem introduced while trying to fix ATLASG-1352.

Tagging @boeriu, so she would be aware of the incoming fix as well.
