Export Sanitizer Fixes, 1.0 branch (2018.03.15.)

Updated all export sanitizer scripts to use the specific version environment variables of their external project types. To allow downstream projects to use a different version number than the version that the external project had.

This issue surfaced with the Docker images that @gstark is building for xAODAnaHelpers.
