Move code for building additional python modules from athena repository (Exernals/AtlasPyFwdBwdPorts) into externals repo as PyModules.

The modules to build has been revised, with unused modules removed and versions of active modules updated to the latest releases. See https://its.cern.ch/jira/browse/ATLINFR-2325 for further details.

Note there is an athena MR open (https://gitlab.cern.ch/atlas/athena/merge_requests/9820) that deprecates the use of one of the removed modules (simplejson), but it isn't used anywhere critical AFAIK.

This MR supersedes https://gitlab.cern.ch/atlas/athena/merge_requests/9758.
