Add CMake version to ReleaseData

Stewart Martin-Haugh requested to merge smh/atlasexternals:store_cmake_version_release_data into master

Required so that asetup can choose the appropriate cmake version in case of non-backward compatible releases (e.g. 3.11 - 3.12, see ATLINFR-2651). Changes still needed on the asetup side.
