HDF5 version bump

Trying to build Analysis{Base,Top} 21.2.46 build_externals.sh crashed while compiling HDF5. (Fedora 28 GCC 8.1.1) I tried to compile locally the version downloaded (1.10.2) and confirmed the same crash... tried 1.10.3 locally and it worked. For error see h5error.txt
