PowerPC Fixes, master branch (2018.12.12.)

In order to do some tests on the PowerPC machines hosted by OpenLab, I had to make some adjustments in how we build AnalysisBaseExternals. With these updates I was able to build all crucial externals needed for the core of AnalysisBase on those IBM CPUs.

The fix for ROOT's C++ standard is a much more general fix though, it's also crucially necessary on x86.
