Adding prmon to AthSimulation and AthDerivation projects

I originally overlooked this. I see that we at least build AthSimulation nightlies in the master branch. For us to enable prmon in the transforms (ATLASJT-394) we need to add it to at least AthSimulationExternals. Just for good measure I'm also adding it to AthDerivationExternals. Do we also want it in the analysis releases? Probably not really, at least for the time-being.

Sorry for the long delay... I guess it will be some time before we'll start using AthAnalysis in master. Whatever it may be called by that time even. So this should be fine.
