Generator setup removal

Attila Krasznahorkay requested to merge akraszna/atlasexternals:ExternalsSetupUpdate_20170302 into master

Removed the configuration of which generators (and other multi-version) packages to pick up from the LCG release. As these settings are now moving into the athena repository.

The new version of the AthenaExternals project should only be requested into the athena repository together with adding the configuration files there.
