Re-introduce packages.txt file

Re-introduce the packages.txt file that contains a list of all built packages within the project. This was removed as part of !475 (merged) but turns out to be quite useful for several use-cases.

Code is mostly copied from the previous solution but I added it directly into the main package loop instead of having a separate loop.
