Add RestFrames external package

Giordon Holtsberg Stark requested to merge gstark/atlasexternals:master into master

This adds the RestFrames code which is compiled using GNU AutoMake (similar to FastJet). I also added this as an external for AnalysisBase, and AthAnalysisBase where analyses will be expected to use this (SUSY 0L, SUSY Multibjets) and more.
