WIP: Add flag to enable the JSON plugin in Acts

Paul Gessinger-Befurt requested to merge pagessin/atlasexternals:acts-enable-json-plugin into master

We bundle nlohman/json in our repo currently. Could that be a problem? json.hpp has an explicit include guard, so I guess double includes should automatically be prevented, although the exact version might not match.
