GPerfTools Update, master branch (2020.04.24.)

This MR was broken off of !664 (closed), to reduce the size of that MR a bit.

The Findgperftools.cmake module was moved (back?) to AtlasLCG, since the library is provided by LCG these days. At the same time updated the package to itself also use Findgperftools.cmake instead of Findtcmalloc.cmake. (The latter is only needed by the Gaudi build at this point, and should eventually be removed from AtlasLCG.)
