Acts Build Improvements, master branch (2020.06.12.)

Made the Acts version configurable for the build. In order to make it easier to build offline software releases against a non-standard version of Acts.

This is following the (somewhat heated...) discussion about the Acts development builds from yesterday's software coordination meeting. My idea here is to make it possible to use the build_externals.sh script of the Athena project like:

./athena/Projects/Athena/build_externals.sh -t <build type> -x -DATLAS_ACTS_TAG="master (or whatever...)"
