This update adds a new package, External/PyAnalysis. (The name comes from LCG calling their python analysis "package" pyanalysis.)

The package builds NumPy (and its dependency setuptools), with the same version that's available in LCG_88. So that AnalysisBaseExternals and AthAnalysisExternals would provide the same version of NumPy.

Pinging @will and @efeng, as they'll probably be interested.
