HDF5 macOS Build Fix, master branch (2020.11.27.)

Disabled the pkgconfig file manipulation on macOS.

As it turns out, when using CTEST_USE_LAUNCHERS=TRUE, macOS's sed application still does not get the correct arguments passed to it, even with 96ce377a. 😦 So since macOS doesn't make use of these files anyway, I gave in, and am not touching them on this OS after all.
